Spencer Oliver 6f3a9bdf67 stlink: add improved STLINK_JTAG_API_V2 support ...

The STLINK/V2 supports two api's.
This completes the support so STLINK_JTAG_API_V2 is usable.

Support for hardware srst still needs adding.
