When extracting shell test descriptions in tests-scripts.c, the parser
skipped the first line assuming it was the shebang (#!/bin/sh) and then
read the first comment line on line 2 as the test description.
However, checkpatch.pl expects shell scripts to declare their SPDX
license identifier on line 2 (# SPDX-License-Identifier: ...). This
caused the test harness to extract the SPDX license string as the test
description.
Refactor shell_test__description to use io__getline, skipping both
shebang and SPDX comment lines. This allows shell tests to include
standard SPDX headers without breaking test suite description
extraction.

There are 43 instances of posix shell tests and 35 instances of bash. To
give us a single consistent language for testing in, replace
all #!/bin/sh to #!/bin/bash. Common sources that are included in both
different shells will now work as expected. And we no longer have to fix
up bashisms that appear to work when someone's system has sh symlinked
to bash, but don't work on other systems that have both shells
installed.
Although we could have chosen sh, it's not backwards compatible so it
wouldn't be possible to bulk convert without re-writing the existing
bash tests.
Choosing bash also gives us some nicer features including 'local'
variable definitions and regexes in if statements that are already
widely used in the tests.
It's not expected that there are any users with only sh available due to
the large number of bash tests that exist.

The test scripts in base_* directories currently have their own drivers
that run them. Before this patch, the shell test-suite generator causes
them to run twice. Fix that by skipping them in the generator.
A cleaner solution (for future) will be to use the directory structure
idea (introduced by Carsten Haitzler in 7391db6459 ("perf test:
Refactor shell tests allowing subdirs")) to generate test entries with
subtests, like:
$ perf test list
[...]
97: perf probe shell tests
97:1: perf probe basic functionality
97:2: perf probe tests with arguments
97:3: perf probe invalid options handling
[...]
There is already a lot of shell test scripts and many are about to come,
so there is a need for some hierarchy.
