In preparation for dropping ipv6_stub and converting its users to direct
function calls, introduce static inline dummy functions and fallback
macros in the IPv6 networking headers. In addition, introduce checks on
fib6_nh_init(), ip6_dst_lookup_flow() and ip6_fragment() to avoid a
crash due to ipv6.disable=1 set during booting. The other functions are
safe as they cannot be called with ipv6.disable=1 set.
These fallbacks ensure that when CONFIG_IPV6 is completely disabled,
there are no compiling or linking errors due to code paths not guarded
by preprocessor macro IS_ENABLED(CONFIG_IPV6).
In addition, export ndisc_send_na(), ip6_route_input() and
ip6_fragment().

When processing Router Advertisements with user options the kernel
builds an RTM_NEWNDUSEROPT netlink message. The nduseroptmsg struct
has three padding fields that are never zeroed and can leak kernel data
The fix is simple, just zeroes the padding fields.

syzbot found that ndisc_router_discovery() could read and write
in6_dev->ra_mtu without holding a lock [1]
This looks fine, IFLA_INET6_RA_MTU is best effort.
Add READ_ONCE()/WRITE_ONCE() to document the race.
Note that we might also reject illegal MTU values
(mtu < IPV6_MIN_MTU || mtu > skb->dev->mtu) in a future patch.

NEIGH_VAR() is read locklessly in the fast path, and IPv6 ndisc uses
NEIGH_VAR_SET() locklessly.
The next patch will convert neightbl_dump_info() to RCU.
Let's annotate accesses to neigh_param with READ_ONCE() and WRITE_ONCE().
Note that ndisc_ifinfo_sysctl_change() uses &NEIGH_VAR() and we cannot
use '&' with READ_ONCE(), so NEIGH_VAR_PTR() is introduced.
Note also that NEIGH_VAR_INIT() does not need WRITE_ONCE() as it is before
parms is published. Also, the only user hippi_neigh_setup_dev() is no
longer called since commit e3804cbebb ("net: remove COMPAT_NET_DEV_OPS"),
which looks wrong, but probably no one uses HIPPI and RoadRunner.

Refactor icmpv6_xrlim_allow() and ip6_dst_hoplimit()
so that we acquire rcu_read_lock() a bit longer
to be able to use dst_dev_rcu() instead of dst_dev().
__ip6_rt_update_pmtu() and rt6_do_redirect can directly
use dst_dev_rcu() in sections already holding rcu_read_lock().
Small changes to use dst_dev_net_rcu() in
ip6_default_advmss(), ipv6_sock_ac_join(),

__pneigh_lookup() is the lockless version of pneigh_lookup(),
but its only caller pndisc_is_router() holds the table lock and
reads pneigh_netry.flags.
This is because accessing pneigh_entry after pneigh_lookup() was
illegal unless the caller holds RTNL or the table lock.
Now, pneigh_entry is guaranteed to be alive during the RCU critical
section.
Let's call pneigh_lookup() and use READ_ONCE() for n->flags in
pndisc_is_router() and remove __pneigh_lookup().

pneigh_lookup() has ASSERT_RTNL() in the middle of the function, which
is confusing.
When called with the last argument, creat, 0, pneigh_lookup() literally
looks up a proxy neighbour entry. This is the case of the reader path
as the fast path and RTM_GETNEIGH.
pneigh_lookup(), however, creates a pneigh_entry when called with creat 1
from RTM_NEWNEIGH and SIOCSARP, which require RTNL.
Let's split pneigh_lookup() into two functions.
We will convert all the reader paths to RCU, and read_lock_bh(&tbl->lock)
in the new pneigh_lookup() will be dropped.

All inet_getpeer() callers except ip4_frag_init() don't need
to acquire a permanent refcount on the inetpeer.
They can switch to full RCU protection.
Move the refcount_inc_not_zero() into ip4_frag_init(),
so that all the other callers no longer have to
perform a pair of expensive atomic operations on
a possibly contended cache line.
inet_putpeer() no longer needs to be exported.
After this patch, my DUT can receive 8,400,000 UDP packets
per second targeting closed ports, using 50% less cpu cycles
than before.

* The ctl_table argument in proc_watchdog_common was const qualified.

proc_handler migration.

The sysctl core is preparing to only expose instances of
struct ctl_table as "const".
This will also affect the ctl_table argument of sysctl handlers.
As the function prototype of all sysctl handlers throughout the tree
needs to stay consistent that change will be done in one commit.
To reduce the size of that final commit, switch utility functions which
are not bound by "typedef proc_handler" to "const struct ctl_table".
No functional change.
