In fact, these two are not tied closely to each other. The only
requirements to GRO are to use it in the BH context and have some
sane limits on the packet batches, e.g. NAPI has a limit of its
budget (64/8/etc.).
Move purely GRO fields into a new structure, &gro_node. Embed it
into &napi_struct and adjust all the references.
gro_node::cached_napi_id is effectively the same as
napi_struct::napi_id, but to be used on GRO hotpath to mark skbs.
napi_struct::napi_id is now a fully control path field.
Three Ethernet drivers use napi_gro_flush() not really meant to be
exported, so move it to <net/gro.h> and add that include there.
napi_gro_receive() is used in more than 100 drivers, keep it
in <linux/netdevice.h>.
This does not make GRO ready to use outside of the NAPI context
yet.

There are at least two cases where napi_id may not present and the
napi_id should be elided:
1. Queues could be created, but napi_enable may not have been called
yet. In this case, there may be a NAPI but it may not have an ID and
output of a napi_id should be elided.
2. TX-only NAPIs currently do not have NAPI IDs. If a TX queue happens
to be linked with a TX-only NAPI, elide the NAPI ID from the netlink
output as a NAPI ID of 0 is not useful for users.

Commit 86e25f40aa ("net: napi: Add napi_config") moved napi->napi_id
assignment to a later point in time (napi_hash_add_with_id). This breaks
__xdp_rxq_info_reg which copies napi_id at an earlier time and now
stores 0 napi_id. It also makes sk_mark_napi_id_once_xdp and
__sk_mark_napi_id_once useless because they now work against 0 napi_id.
Since sk_busy_loop requires valid napi_id to busy-poll on, there is no way
to busy-poll AF_XDP sockets anymore.
Bring back the ability to busy-poll on XSK by resolving socket's napi_id
at bind time. This relies on relatively recent netif_queue_set_napi,
but (assume) at this point most popular drivers should have been converted.
This also removes per-tx/rx cycles which used to check and/or set
the napi_id value.
Confirmed by running a busy-polling AF_XDP socket
(github.com/fomichev/xskrtt) on mlx5 and looking at BusyPollRxPackets
from /proc/net/netstat.

Typically, busy-polling durations are below 100 usec.
When/if the busy-poller thread migrates to another cpu,
local_clock() can be off by +/-2msec or more for small
values of HZ, depending on the platform.
Use ktimer_get_ns() to ensure deterministic behavior,
which is the whole point of busy-polling.

This adds the napi_busy_loop_rcu() function. This function assumes that
the calling function is already holding the rcu read lock and
napi_busy_loop() does not need to take the rcu read lock. Add a
NAPI_F_NO_SCHED flag, which tells __napi_busy_loop() to abort if we
need to reschedule rather than drop the RCU read lock and reschedule.

xdp.h is far more specific and is included in only 67 other

Make xdp.h include netdevice.h, instead of the other way around.
This decreases the incremental allmodconfig builds size when
xdp.h is touched from 5947 to 662 objects.
Move bpf_prog_run_xdp() to xdp.h, seems appropriate and filter.h
is a mega-header in its own right so it's nice to avoid xdp.h
getting included there as well.
The only unfortunate part is that the typedef for xdp_features_t
has to move to netdevice.h, since its embedded in struct netdevice.

The existing busy-polling mode, enabled by the SO_BUSY_POLL socket
option or system-wide using the /proc/sys/net/core/busy_read knob, is
an opportunistic. That means that if the NAPI context is not
scheduled, it will poll it. If, after busy-polling, the budget is
exceeded the busy-polling logic will schedule the NAPI onto the
regular softirq handling.
One implication of the behavior above is that a busy/heavy loaded NAPI
context will never enter/allow for busy-polling. Some applications
prefer that most NAPI processing would be done by busy-polling.
This series adds a new socket option, SO_PREFER_BUSY_POLL, that works
in concert with the napi_defer_hard_irqs and gro_flush_timeout
knobs. The napi_defer_hard_irqs and gro_flush_timeout knobs were
introduced in commit 6f8b12d661 ("net: napi: add hard irqs deferral
feature"), and allows for a user to defer interrupts to be enabled and
instead schedule the NAPI context from a watchdog timer. When a user
enables the SO_PREFER_BUSY_POLL, again with the other knobs enabled,
and the NAPI context is being processed by a softirq, the softirq NAPI
processing will exit early to allow the busy-polling to be performed.
If the application stops performing busy-polling via a system call,
the watchdog timer defined by gro_flush_timeout will timeout, and
regular softirq handling will resume.
In summary; Heavy traffic applications that prefer busy-polling over
softirq processing should use this option.
Example usage:
$ echo 2 | sudo tee /sys/class/net/ens785f1/napi_defer_hard_irqs
$ echo 200000 | sudo tee /sys/class/net/ens785f1/gro_flush_timeout
Note that the timeout should be larger than the userspace processing
window, otherwise the watchdog will timeout and fall back to regular
softirq processing.
Enable the SO_BUSY_POLL/SO_PREFER_BUSY_POLL options on your socket.

This will be useful to allow busy poll for tunneled traffic. In case of
busy poll for sessions over tunnels, the underlying physical device's
queues need to be polled.
Tunnels schedule NAPI either via netif_rx() for backlog queue or
schedule the gro_cell_poll(). netif_rx() propagates the valid skb->napi_id
to the socket. OTOH, gro_cell_poll() stamps the skb->napi_id again by
calling skb_mark_napi_id() with the tunnel NAPI which is not a busy poll
candidate. This was preventing tunneled traffic to use busy poll. A valid
NAPI ID in the skb indicates it was already marked for busy poll by a
NAPI driver and hence needs to be copied into the socket.
