The MachineClass::legacy_fw_cfg_order boolean was only used
by the pc-q35-2.5 and pc-i440fx-2.5 machines, which got
removed. Remove it along with:
- FW_CFG_ORDER_OVERRIDE_* definitions
- fw_cfg_set_order_override()
- fw_cfg_reset_order_override()
- fw_cfg_order[]
- rom_set_order_override()
- rom_reset_order_override()
Simplify CLI and pc_vga_init() / pc_nic_init().

as system/ which is clearer.

Now that all uses of fw_cfg_add_extra_pci_roots() have been
converted to the newer pci_bus_add_fw_cfg_extra_pci_roots(),
we can remove that bogus method. hw/nvram/fw_cfg must
stay generic. Device specific entries have to be implemented
using TYPE_FW_CFG_DATA_GENERATOR_INTERFACE.
This mostly reverts commit 0abd38885a
("fw_cfg: Refactor extra pci roots addition").

Allow the FW_CFG_DATA_GENERATOR interface get_data() handler to
return NULL when there is nothing to generate. In that case
fw_cfg_add_file_from_generator() will not add any item and
return %true.

Currently fw_cfg_add_file_from_generator() is restricted
to command line created objects which reside in the
'/objects' QOM container. In order to extend to other
types of containers, pass the QOM parent by argument.

All .c should include qemu/osdep.h first. The script performs three
related cleanups:
* Ensure .c files include qemu/osdep.h first.
* Including it in a .h is redundant, since the .c already includes
it. Drop such inclusions.
* Likewise, including headers qemu/osdep.h includes is redundant.
Drop these, too.

QOM type names containing ',' result in awful UI. We got rid of them
in v6.0.0 (commit e178113ff6 hw: Replace anti-social QOM type names).
A few have crept back since:

xlnx,versal-cfu-apb
xlnx,versal-cfu-fdro

These are all device types. They can't be plugged with -device /
device_add, except for "xlnx,efuse" (I'm not sure that one is
intentional).
They *can* be used with -device / device_add to request help.
Usability is poor, though: you have to double the comma, like this:
$ qemu-system-aarch64 -device xlnx,,pmc-efuse-cache,help
They can also be used with -global, where you must *not* double the
comma:
$ qemu-system-aarch64 -global xlnx,efuse.drive-index=2
Trap for the unwary.
"xlnx,efuse", "xlnx,versal-efuse", "xlnx,pmc-efuse-cache",
"xlnx-zynqmp-efuse" are from v6.2.0, "xlnx,versal-crl" is from v7.1.0,
and the remainder are new.
Rename them all to "xlnx-FOO", like commit e178113ff6 did.

Allows users to specify binary data to initialize an EEPROM, allowing users to
emulate data programmed at manufacturing time.
- Added init_rom and init_rom_size attributes to TYPE_AT24C_EE
- Added at24c_eeprom_init_rom helper function to initialize attributes
- If -drive property is provided, it overrides init_rom data
