556386b0ae tests/docker: add coreutils to the package list
We need coreutils to run the IO tests so we need to include it in the
package list. Now we have the latest libvirt we can do that.

fdeeb44845 rust: add back to Ubuntu 22.04 jobs
Ubuntu is now including updated versions of Rust (up to 1.85) for
its LTS releases.  Adjust the CI containers and re-add --enable-rust
to the Ubuntu jobs.

e1bbb4c62e tests/lcitool: generate a yaml file for the ppc64le runner
Unlike the Aarch64 runners this comes with pure Debian out of the box.
We need a minor tweak to build-environment to deal with the
differences in naming convention.

ced14739eb scripts/ci: move build-environment.yaml up a level
We can share the setup of the build environment with multiple
operating systems as we just need to check the YAML for each env is
present in the directory structure.

1a0b5af768 scripts/ci/setup: regenerate yaml

76a7a71587 gitlab: drop aarch32 runner and associated bits
While working out what hoops to jump through to get a full set of
aarch32 packages installed on the aarch64 runner it was pointed out 32
bit host support is deprecated. As the extra packages where needed for
system emulation (marked deprecated since 8.0!) there didn't seem much
point keeping this in.

While the full expunging of 32 bit host support will probably be done
for 11.0 we can at least reduce the CI burden a bit now.

1f3a37ae1c scripts/ci: use recommended registration command
The registration-token method is being deprecated:

  https://docs.gitlab.com/ci/runners/new_creation_workflow/

As a result we can drop a bunch of the descriptive stuff as that is
entered on the web UI. We don't need a secondary runner if we just
create one with both aarch64 and aarch32 tags.

641f1c5386 lcitool: use newer Rust for Debian and Ubuntu
On Debian, the rustc-web package provides a newer Rust compiler (1.78)
for all architectures except mips64el.

On Ubuntu, Rust versions up to 1.80 (?) are available as of this writing
for both Jammy (22.04) and Noble (24.04).  However, the path to rustc
and rustdoc must be provided by hand to the configure script using
either command line arguments or environment variables.

951f71ad67 dockerfiles: install bindgen from cargo on Ubuntu 22.04
Because Ubuntu 22.04 has a very old version of bindgen, that
does not have the important option --allowlist-file, it will
not be able to use --enable-rust out of the box.  Instead,
install the latest version of bindgen-cli via "cargo install"
in the container, following QEMU's own documentation.

1ac32dc8ea tests/lcitool: Update libvirt-ci and add libcbor dependency
libcbor dependecy is necessary for adding virtio-nsm and nitro-enclave
machine support in the following commits. libvirt-ci has already been
updated with the dependency upstream and this commit updates libvirt-ci
submodule in QEMU to latest upstream. Also the libcbor dependency has
been added to tests/lcitool/projects/qemu.yml.

548de8f8dc tests: add 'rust' and 'bindgen' to CI package list
Although we're not enabling rust by default yet, we can still add
rust and bindgen to the CI package list.

This demonstrates that we're not accidentally triggering unexpected
build behaviour merely from Rust being present. When we do dev work
to enable rust by default, this will show we're building correctly
on all platforms we target.
