[2] initialized 'No Reboot' bit to 1 by default. And due to quirk it happened
to work with linux iTCO_wdt driver (which clears it on module load).
However spec [1] states:
"
R/W. This bit is set when the “No Reboot” strap (SPKR pin on
ICH9) is sampled high on PWROK.
"
So it should be set only when '-global ICH9-LPC.noreboot=true' and cleared
when it's false (which should be default).
Fix it to behave according to spec and set 'No Reboot' bit only when
'-global ICH9-LPC.noreboot=true'.

This patch implements the periodic and the swsmi ICH9 chipset timers. They are
especially useful when prototyping UEFI firmware (e.g. with EDK2's OVMF)
using QEMU.
For backwards compatibility, the compat properties "x-smi-swsmi-timer",
and "x-smi-periodic-timer" are introduced.
Additionally, writes to the SMI_STS register are enabled for the
corresponding two bits using a write mask to make future work easier.

In the PC machine, the PIT is created in board code to allow it to be
virtualized with various virtualization techniques. So explicitly disable its
creation in the PC machine via a property which defaults to enabled. Once the
PIIX implementations are consolidated this default will keep Malta working
without further ado.

PIIX4 has its own, private PIIX4State structure. PIIX3 has almost the
same structure, provided in a public header. So reuse it and add a
cpu_intr attribute to it which is only used by PIIX4.

TYPE_PIIX3_PCI_DEVICE was the former base class of the Xen and non-Xen variants
of the PIIX3 ISA device models. It will become the base class for the PIIX3 and
PIIX4 device models, so drop the "3" from the type names.

The power management controller is an integral part of PIIX3 (function 3). So
create it as part of the south bridge.
Note that the ACPI function is optional in QEMU. This is why it gets
object_initialize_child()'ed in realize rather than in instance_init.

it as part of the south bridge.

TYPE_PIIX3_DEVICE doesn't instantiate a PIC since it relies on the board to do
so. The "pic" attribute, however, suggests that there is one. Rename the
attribute to reflect that it represents ISA interrupt lines. Use the same naming
convention as in the VIA south bridges as well as in TYPE_I82378.

Avoid assigning the private member of struct PIIX3State from outside which goes
against best QOM practices. Instead, implement best QOM practice by adding an
"isa-irqs" array property to TYPE_PIIX3_DEVICE and assign it in board code, i.e.
from outside.

PCIDeviceClass and PCIDevice are defined in pci.h. Many users of the
header don't actually need them. Similar structs live in their own
headers: PCIBusClass and PCIBus in pci_bus.h, PCIBridge in
pci_bridge.h, PCIHostBridgeClass and PCIHostState in pci_host.h,
PCIExpressHost in pcie_host.h, and PCIERootPortClass, PCIEPort, and
PCIESlot in pcie_port.h.
Move PCIDeviceClass and PCIDeviceClass to new pci_device.h, along with
the code that needs them. Adjust include directives.
This also enables the next commit.
