[2] initialized 'No Reboot' bit to 1 by default. And due to quirk it happened
to work with linux iTCO_wdt driver (which clears it on module load).
However spec [1] states:
"
R/W. This bit is set when the “No Reboot” strap (SPKR pin on
ICH9) is sampled high on PWROK.
"
So it should be set only when '-global ICH9-LPC.noreboot=true' and cleared
when it's false (which should be default).
Fix it to behave according to spec and set 'No Reboot' bit only when
'-global ICH9-LPC.noreboot=true'.

*emulation*, they are also used by virtualization. Rename
as system/ which is clearer.

This patch implements the periodic and the swsmi ICH9 chipset timers. They are
especially useful when prototyping UEFI firmware (e.g. with EDK2's OVMF)
using QEMU.
For backwards compatibility, the compat properties "x-smi-swsmi-timer",
and "x-smi-periodic-timer" are introduced.
Additionally, writes to the SMI_STS register are enabled for the
corresponding two bits using a write mask to make future work easier.

Move calculation of mask after the switch which sets the function
number for PIRQ/PINT pins to make sure the state of these pins are
kept track of separately and IRQ is raised if any of them is active.

Calls to is_enabled are bounded to indices that actually exist in
the SuperIO device. Therefore, the is_enabled functions in
smc37c669 are not doing anything and they can be removed.
