Add a user-mode emulation version of the function. More will be

Most (all?) targets require stacks to be properly aligned. Rather than a
series of ifdefs in bsd-user/signal.h, instead use a manditory #define
for all architectures.

AMD supports both 32-bit and 64-bit SYSCALL/SYSRET, but the TCG only
exposes it for 64-bit targets. For system emulation just reuse the
helper; for user-mode emulation the ABI is the same as "int $80".
The BSDs does not support any fast system call mechanism in 32-bit
mode so add to bsd-user the same stub that FreeBSD has for 64-bit
compatibility mode.

All .c should include qemu/osdep.h first. The script performs three
related cleanups:
* Ensure .c files include qemu/osdep.h first.
* Including it in a .h is redundant, since the .c already includes
it. Drop such inclusions.
* Likewise, including headers qemu/osdep.h includes is redundant.
Drop these, too.

Leading underscores are ill-advised because such identifiers are
reserved. Trailing underscores are merely ugly. Strip both.
Our header guards commonly end in _H. Normalize the exceptions.
Macros should be ALL_CAPS. Normalize the exception.
Done with scripts/clean-header-guards.pl.
include/hw/xen/interface/ and tools/virtiofsd/ left alone, because
these were imported from Xen and libfuse respectively.

Header guard symbols should match their file name to make guard
collisions less likely.
Cleaned up with scripts/clean-header-guards.pl, followed by some
renaming of new guard symbols picked by the script to better ones.

Create target.h. This file is intended to be simple and describe basic
things about the architecture. If something is a basic feature of the
architecture, it belongs here. Should we need something that's per-BSD
there will be a target-os.h that will live in the per-bsd directories.
Define regpairs_aligned to reflect whether or not registers are 'paired'
for 64-bit arguments or not. This will be false for all 64-bit targets,
and will be true on those architectures that pair (currently just armv7
and powerpc on FreeBSD 14.x).

target_reg_t is the normal register. target_fpreg_t is the floating
point registers. target_copy_regs copies the registers out of CPU
context for things like core dumps.
