UI: Allow touch control editor buttons to grow.

If the buttons need to be taller for various reasons, allow them to grow
and push other buttons up. Add a scroll in case this requires a lot of
space.

Move most GPU things to Common.

It works after the move, on Windows and Android at least.
Deletes the D3DX9 shader compiler loader, which was not used.
