2625570d21 Fix issue where achievements wouldn't always activate when starting from frontends
My previous workaround was flawed - it didn't work at all since we run
http callbacks on the main thread, so no progress was made in the
background.

Now we really delay starting the game until the achievement system is
ready, if it's in the process of logging in.

753ac95307 Debugger: Fix game.reset by adding a reboot status.
We don't want EmuScreen to auto-exit, and we don't want to double-lock the
debugger lifecycle lock.  Let's just handle reboot specifically.

fc50860f55 headless: Fix startup on latest Android versions.

9bda04a0d2 Core: Correct shutdown on late init failure.
Otherwise we leak and can't start again.  This happened when shutdown
completed quickly after thread start.

0e932ba274 Windows: Create SYSTEM directory early.
On UNC, we see paths as absolute and don't auto-create this on config
load.  We should really create it here anyway.

3e73ce87ee Path: Check for PSP case insensitively.
This allows a game to look up ms0:/psp/ eve with the PSP special case path
handling.
