Windows: Separate Pause and Break actions.
It was confusing that "Pause" made PPSSPP appear to hang.
This has the side effect of making "Break on Load" work outside Windows.

Windows: Avoid restarting completely on GPU change.
This retains the logger, avoids an annoying window open/close, and most
importantly for me: keeps the debugger attached.
