ModelingMode: bring back in-viewport selection toolbar. Add concept of Locking to IGeometrySelector, have StaticMeshSelector and VolumeSelector default to locked. Add util functions to check/manipulate locking state to UGeometrySelectionManager. Add locked-state indicator/button to selection toolbar.
