The Oculus HMD plugin provided a wrapper to buffer render targets called "TextureSetProxy". This will be useful to have in other HMD plugins (e.g. SteamVR) since it's pretty general. This change includes some code refactoring to make that class general, and moves the Oculus plugin code over to using the new generalized implementation.
