sebastian nordgren 4497b3b0b8 Added commands to open File History, Revision Graph and Timelapse views from the UnrealVS.P4 menu.

Don't abort p4 checkout if the file is writable if the command is executed manually.

If nuget packages are updated, the minimum Visual Studio version needs to be updated to match in the .vsixmanifest.

Ex. Microsoft.VisualStudio.SDK 16.9.31025.194 = Minimum Visual Studio version needs to be 16.9
