Sequencer: Make sure setting the last view target is done even in early out. This fixes an issue where if sequence 1 plays and cuts to camera 1, and the sequence 2 plays and also cuts to camera 2, it restores properly when the sequences finish playing.

The engine loading sequence already prevents PreLoading to launch when MoviePlayer is in used. Now it will ensure and recover if something else manually triggers both at the same times.

Fix FFrameGrabber in d3d12. When using Movie Scene Capture (Legacy), the first few frames captured contained nothing or garbage. Added a GPU fence and had the call to MapStagingSurface to wait on it so the GPU would finish writing to the readback texture before being used to write images to the output folder.
