Enhacement request from JIRA UE-77383: Deprecated GEditor->Layers (and the classes ILayers/FLayers) and replaced by GEditor->GetEditorSubsystem<ULayersSubsystem>() (and the class ULayersSubsystem). In addition, all TWeakObjectPtr functions in Layers have been deprecated and replaced by raw pointer versions. This exposes most LayersSubsystem functions to BluePrints.

fix linux CIS module dependencies by adding a module to contain LODUtilities. The MeshUtilitiesCommon module cannot depend from Engine module, so we have to move again the files to a new SkeletalMeshUtilitiesCommon module which can depend of Engine module.
