Phillip Kavan 822b722e83 Fix crash on attempt to get view relevance for a sprite category that doesn't map to a registered visibility toggle command in the level viewport command list.
This was an unintentional regression introduced by me at 14886456. The previous behavior was to default to visible in this case, which has now been restored.

UnrealEd.Build.cs
- Refactored UProjectPackagingSettings and UCookerSettings into DeveloperToolSettings module that can be used from the engine and other places. This removes a circular referece from Engine -> TargetPlatform -> Engine. And can potentially remove Engine -> UnrealEd "grandfathered" circular reference (or at least helps be able to get rid of it!)
