JunkManifest.txt

Clearing out JunkManifest.txt. I don't believe there's a particularly strong need for this any more; cleaning a target is much more thorough with removing files that follow module naming conventions, and the editor uses manifests to whitelist which modules can be loaded anyway. The most recent additions were several months ago. Searching through all these paths at startup has a non-insignificant effect on UBT startup time.
