ionut matasaru ba659ff174 [Insights] CpuProfilerAnalysis: 
- Refactored code re "pending events" and detection of "still-open" timing events.
  - Added support for "CpuProfiler.EndThread" with a timestamp. "Still-open" timing events will be closed with this timestamp.
  - Removed analysis for unused "CpuProfiler.EndCaptureV2" event.
  - Separated the analysis code for the backward compatibility events.

Add a new CVar, Automation.LightweightStereoTestVariants, which stops variants from running if we've already encounted an error, and skips saving/attaching screenshots for successful variants to save space. Enabled by default. Also moves the "Supports Stereo Test Variants" checkbox to the "Screenshot" section.

This changelist contains various changes to allow the creation of FPrimitiveSceneProxy & FPrimtiveSceneInfos for meshes not associated with an AActor/UPrimitiveComponent pair. In other words, it's now possible to add primitives to FScene that aren't associated with AActors & UPrimitiveComponents. These are additional entry points, all existing code should continue to build & execute as is.

fix incorrect scaling of tangents w/ non-uniform BuildScale in StaticMeshBuilder, but support still using incorrect scaling as a legacy option on static mesh (enabled on existing meshes that have non-uniform build scales, and disabled on all new meshes or meshes with uniform build scale). Add the legacy option flag to the static mesh DDC key suffix so that the mesh is rebuilt when the flag changes.

Add the ViewRectOffset "test variant" to all screenshot functional tests. When a test variant is enabled, the test will take two screenshots, one in the base configuration, and one in the variant configuration, and fail if both are not similar to the ground truth. The ViewRectOffset variant will be enabled if "Support Stereo Test Variants" is checked on the functional test actor (TRUE by default) and the CVar r.EnableStereoScreenshotTestVariants is set to 1. The CVar is 0 by default for the time being, so there should be no changes to ET unless it is manually set to true.
