Richard TalbotWatkin 5d25e6a6b6 Fixes to SplineMeshComponent collision issues.
#jira UE-20458 - Spline Meshes don't deform collision correctly in some cases, producing incorrect collision and PhysX warnings

* Forces full collision rebuilds when modifying the mesh or geometry.
* Added extra logic to the cooking process when spline mesh simple collision is being cooked, so that it handles extreme deformity better.
