MovieSceneTools.Build.cs
Constraints: Refactor constraint channels out of MovieScene and ControlRig and into Constraint. Note still need to create a ConstraintEditor plugin to move the ConstraintChannelEditor code out of MovieSceneTools but wanted to get this in asap.
