Jeremy Moore 7657ec9fa4 VHM: Fix reading uninitialized LocalToWorld matrix inFVirtualHeightfieldMeshSceneProxy constructor.
It's only safe to init UVToLocal in OnTransformChanged() which is always called immediately after construction.
