Steve Robb 0709480948 New IsSorted algorithm.
New FindSortedStringCaseInsensitive algorithm, which binary searches strings in an array.
Many UHT string tests replaced with FindSortedStringCaseInsensitive.
FPropertySpecifier moved to UHT.
