Disabled Vulkan SM5 flag for Windows and Linux
Enabled Vulkan SM6 flag for Windows and Linux
(This is due to recent changes for Vulkan to have parith with Windows SM5 vs SM6 features)
(UE Audio QA is aware if the audio changes that are also added when enabling these flags and restarting the editor)
