aleksander netzel ecf177401a Fix a CPU crash in FD3D12RayTracingLocalResourceBinder::CreateTransientConstantBuffer because memcpy was using incorrect source data size:
* Use low-level Allocate to create a constant buffer view instead that is already properly aligned.
