mihnea balta 3bdadfd747 Use FOptionalTaskTagScope instead of FTaskTagScope to avoid overwriting the current tag when task retraction kicks in.
This fixes some invalid tag ensures in FD3D11DynamicRHI::RHICreateUniformBuffer.

UBT: Remove ld_classic workaround, as bumping the min runtime to 11 removes the need for this. There was a bug with Apple's new linker with generating load ops when targeting 10.x runtimes.
