eric renaudhoude 2eec3ab794 OCIO: Moved library wrapper module to runtime, fixing "non-editor build cannot depend on non-redistributable modules" warning after adding non-editor mode support in MRQ. 
Minor cleanup of wrapper tests, preventing their presence unless the library is available.

World Partition Actor Descriptor Patching: it is now possible to patch actor descriptors without having to load/save them when migrating projects, through a custom archive that will write out exactly what's read, with support for patching names and soft object paths. This allow migrating projects without having to enable required plugins or load required classes, etc.

This changelist contains various changes to allow the creation of FPrimitiveSceneProxy & FPrimtiveSceneInfos for meshes not associated with an AActor/UPrimitiveComponent pair. In other words, it's now possible to add primitives to FScene that aren't associated with AActors & UPrimitiveComponents. These are additional entry points, all existing code should continue to build & execute as is.

fix incorrect scaling of tangents w/ non-uniform BuildScale in StaticMeshBuilder, but support still using incorrect scaling as a legacy option on static mesh (enabled on existing meshes that have non-uniform build scales, and disabled on all new meshes or meshes with uniform build scale). Add the legacy option flag to the static mesh DDC key suffix so that the mesh is rebuilt when the flag changes.

Add the ViewRectOffset "test variant" to all screenshot functional tests. When a test variant is enabled, the test will take two screenshots, one in the base configuration, and one in the variant configuration, and fail if both are not similar to the ground truth. The ViewRectOffset variant will be enabled if "Support Stereo Test Variants" is checked on the functional test actor (TRUE by default) and the CVar r.EnableStereoScreenshotTestVariants is set to 1. The CVar is 0 by default for the time being, so there should be no changes to ET unless it is manually set to true.

Update LightweightStereoTestVariants mode to run ONLY stereo test variants, no baseline, since they've been moved into their own category. Remove support for specifically exempting tests from running stereo variants. Save screenshots even for passed variants for the time being, since it's now possible to have a variant be the only test running.
