RHI validation fix: avoid redundant RHI frame begin/end when cubemap capture occurs during UEngine::Tick, and other Tick related functions where the RHI frame will already be active. A boolean "bInsideTick" flag is passed to UReflectionCaptureComponent::UpdateReflectionCaptureContents, specifying whether the cubemap capture is happening during Tick.
