- Default behavior is preserved (i.e. Target.bBuildDeveloperTools || (Target.Configuration != UnrealTargetConfiguration.Shipping && Target.Configuration != UnrealTargetConfiguration.Test)) - Added SetupGameplayDebuggerSupport for ModuleRules that want to use GameplayDebugger.
