Removed access to matinee from the following:
- Cinematics->Add Matinee [Legacy]
- List of matinee actors in the cinematics menu
- Open Matinee button in the details panel

Rename Editor\EditorMenus\ module to Runtime\ToolMenus\ so that other modules can use the API without having to depend on editor modules.
