ModelingComponents: Add FMeshPolygroupChange and supporting classes for creating Polygroup layer changes. Add TSimpleValueLambdaChange for implementing basic value-swap changes. Add FMeshChange::ApplyChangeToMesh() API which allows for subclassing FMeshChange to modify its behavior.
