Add a Clang compiled ICU static lib for x64 to fix memory corruption issues at runtime when linking from a Clang compiled version of the engine. The static lib does not play nicely when lnked from a different toolchain due to inline constructors in the UnicodeString class (causing incompatible implicit destructors from Clang to be called from MSVC compiled libary code). We could move the constructors to non-inline but this would require modifying the lib and recompiling it for every platform.
