7f9d5e4d33 Horde: Updating client API for storage. 
* Now uses a single interface for the blob and ref stores (IStorageClient).
* Added an OAuth message handler which refreshes an access token as necessary.
* Added HTTP implementation of IStorageClient.

05820a3586 MakePri is given only one default culture. 
- other cultures will be included in the pri automatically.
 - remove the "auto resource packs" option entirely because no plaforms support it now.
 - cleaned up some comments.

3b701b7608 Horde: Add endpoint in job controller for finding job timings
