Converted ConsoleManager code over to use the new typed TAutoConsoleVariable. Implemented support for auto typed string variables.

Moved console variables to their corresponding cpp files where possible.

* refactored render target pool managentment, better sharing of rendertargets, can cause some different behavior (getting SceneColor) or might bump into ensure().
...
* saves GPU memory doing better sharing
* can be visualized using r.RenderTargetPool.Events
