e421432171 Reverting the texture sampler type in Composure Plugin ComposureUVMapViewportUV asset to resolve issues with Engine Test.

29a016a6cd Scalability Assets
> Consolidating scalability features in EmitterScalability and SystemScalability modules.
> Removing separate modules now covered by above.
> Removing older experiments/concepts such as emitter priority.
> Updated a few modules to apply Emitter.SizeScale and Emitter.AlphaScale.
> Update spawn modules to apply spawn count scales correctly.
> Update EmitterLifeCycle and SystemLifeCycle to apply System.ExecutionState better.
> Adding DynamicInputs for driving arbitraty float/2/3/4 s by distance.
> Adding NiagaraPreviewGrid and supporting blueprints.
  - This is a helper class that lets you generate a grid of FX and vary parameters on those FX to preview their affects.
  - You define a "PreviewAxis" for X and Y. These are from a number of blueprint classes that control how that axis affects the system. More can be created in future.
  - Each preview is also a BP that can be customized by a user.
  - More work to improve these but it's a decent base to start from.
> Removed Scalability Parameter Collections.
  - Moving away from these as a way to scale over platforms. Going to persue chained emitter inheritance instead.
> Some default curves for scalability purposes.
