Add mostly-stubbed Google Play OSS, enough for WriteAchievements to work through blueprints
Add ability to configure Google Play achievement ID mappings in the editor
Add the achievement ID mappings for TappyChicken

- Add Google Play support on Android
- Add editor settings for Google Play - enabled/disabled, and the app id for the games service
- Hack in Google Play leaderboards, including blueprint support, proper online subsystem implementation will come in the future
- These leaderboards work in TappyChicken

Ben Marsh 7b0f041f8b Add missing resources for UnrealVersionSelector, add missing to DesktopPlatformWindows and remove RegisterShellCommands.bat (just run UnrealVersionSelector to set up file associations). Also always select something by default in the switch engine version dialog.

Ben Marsh 4de5cfa396 Add UnrealVersionSelector. Allows having multiple engine installations (GitHub and binary) on the same machine, and uses a tag in the .uproject file to associate projects with the correct one. Also sets up explorer shell extensions on Windows, allowing a project to be associated with any engine version.

   Integerate GDC Changes into main. tested w/ QAGame, Soul and the moz custom built firefox.

   - resizable HTML5 canvas.
   - fix mouse coordinates for html5
   - depth fade using alpha ( @todo - use real webgl depth  textures )
   - fix landscape rendering. ( bgra is not supported on webgl )
   - expose a console command handler to javascript.  ( used while reszing )
   - update html5 .html5 game template.
