Back out cmake upgrade for now, as it is missing the share/cmake-3.16 source which breaks some other build scripts.
...
Updating the share/cmake-3.16 may need another TPS approval due to a version upgrade.
Other alternatives may be available if TPS cannot be done in time, such as downgrading the CMakeLists.txt that requires a newer cmake version.
