Added per platform setting to toggle distance field support. If it's disabled then no distance data will be cooked and distance fields will be disabled on the target platform.
Renamed FDataDrivenPlatformInfo::AudioCompressionSettingsIniSectionName to TargetSettingsIniSectionName. It's now used to populate PlatformMask at runtime, to make sure that it matches between cook and runtime. Fix texture atomic emulation on texture backed buffers to enable temporal super sampling macOS. Removes spvLinearTextureAlignmentOverride that created function specialisation that we don't have support for and would need to work round. Added ElementRowPitch to spvBufferSizeConstants as texture bytes per row have to be aligned. This means spvBufferSizeConstants now has a stride of 3 * uint32.

CommonInput - Using the new UPlatformSettings, to store per-platform information into an NDA location when each platform is configured. These changes make it so we use the 'real' platform ini name, e.g. There's no more "PC" platform as far as the common input exists for configuring the platforms. So if you setup linux, that's another platform you'd configure. The gamepads are still wonky, they're trying to use platform ini names for gamepad names, going to refactor that so it's not coming from platform names. Made an upgrade path for the old settings that will update and then clear the old configuration. Also removed some settings that were added to DataDrivenPlatformInfo that don't make sense, and updated some platforms that never got the settings to begin with.

Niagara Platform Set.
New feature for controling which platforms use certain aspects of Niagara. Current users include; - Emitter Enabled/Disabled switch - System level scalability settings in EffectType and overrides in System. - Emitter level scalability settings in EffectType and overrides in Emitter. This entirely replaces previous Detail Level feature and all related code. Now we allow users to select from EffectsQualitiy levels as a basic use case for scaling across platforms. Further fine grained control can be acheived by setting per device profile overrides to this. For example all Effects Quality levels could be enabled but Android could be specifically disabled. Or some subset of mobile devices. TODO: Code is in place for this to cook out emitters but there are other impediments stopping this currently. Added framepro.lScopeMinTimeMicroseconds to control the minimum recorded scope duration per platform.
framepro.ScopeMinTimeMicroseconds only applies when using framepro.startrec (not when captuing externally with the framepro ui or starting a capture through code). Also got rid of framepro.startrecscopeoverride. Set the default min scope to 25us. Switch is set to 50us. Some HDR refactoring.
Previously the DisplayOutput and ColorGamut were only set in GameUserSettings.
I added a Sink that checks the HDR enable. If it's toggled we apply the correct DisplayOutput and ColorGamut for the current platform (this way we get good settings even if you toggle via the console). These settings are still exposed via the console and can be set independently if the user wants.
