e065cdf9cb BuildUtilities:
- Add Unreal.DotnetPath
- in Unreal.FindRootDirectory(), fix assembly path case sooner (allows UBT to run even if I type 'Engine' as 'engine')

Remove CommandUtils EngineDirectory, RootDirectory, IsEngineInstalled - use equvalents from UnrealBuildBase.Unreal
