5880b6c3ac Fix exception when building into a clean workspace, due to project intermediate directory not existing. This mirrors the behavior of BinaryFormatterUtils.Save() to BinaryFormatterUtils.SaveIfDifferent().

0e0190fc4c UBT: Add a FileReference.WriteAllBytesIfModified() method to make it easier to update files without modifying the timestamp if they don't change.
