RickGrymes 1eb1ce1237 Update power armor trader buy filters and weapon money 
Replaced explicit power armor item buy filters with a trade tag in TraderKindDefs_Power_Armor.xml for easier extensibility. Increased weaponMoney minimum from 300 to 400 in PawnKindDefs_Power_Armor_Trader.xml to adjust trader inventory value.

Ranger Rick 7b6ed255c8 Add Power Armor Specialist trader and pawnkind defs 
Introduces new XML definitions for a Power Armor Specialist trader and associated pawnkind. The trader offers various power armor items and accepts them for trade, expanding trading options related to power armor equipment.
