Subject: [PATCH] Update power armor paintjob research and recipes

Added Outlander faction tags to power armor paintjob research defs. Fixed recipeMaker formatting for T-51 Shark and Hotpink paintjobs, including skill requirements and cost list for headgear. Updated trader stock to reference research defs instead of techprint items.
