RickGrymes 2c7102951e Balance energy and gauss weapons, add gauss projectile 
Adjusted damage and armor penetration values for energy weapon projectiles to improve balance. Added a new 2mm EC Gauss bullet definition and updated all Gauss weapons to use this new projectile. Removed defaultArmorPenetration from energy damage defs. Tweaked plasma weapon draw offsets and removed an unused equipped angle offset.
