RickGrymes 37a4834f5f Add Enclave quests and update pawnkind weapons 
Add two new quest scripts for Enclave content: Containment Breach and Insurgents scenarios with associated site definitions. Update Enclave pawnkinds to support additional weapons (Gamma Gun, Radium Rifle) via conditional mod dependencies. Fix UI icon texture paths for enlistment provisions, storage, and training options.
