RickGrymes 28a543b1fc Update culture style tags and mod load order 
Changed styleItemTags in FCP_Enclave_CultureAndStyleDefs.xml from 'Urban' and 'Rural' to 'Pre_War' and 'Military' with updated weights. Adjusted About.xml to add 'Rick.FCP.BallisticWeapons' to loadAfter and reordered dependencies for better mod compatibility.
