RickGrymes 07da45110c Reduce Legion settlement generation weight 
Decreased the settlementGenerationWeight for the Legion faction from 1 to 0.3 to reduce their frequency during world generation.

RickGrymes 7d51d51c97 Update Legion icon and comment out territory extension 
Changed the Legion ideology icon path to use the new 'FCP_Might_is_Right.png' texture and added the corresponding image file. Commented out the FactionTerritory mod extension in the Legion faction definition.

Ranger Rick 5e3c221251 Add Legion enlistment options and localization 
Introduced FCP_Legion_Enlistment_Options.xml to define enlistment, missions, salary, provisions, storage, work, bounty, resign, and reinforcement options for Caesar's Legion. Enabled Legion enlistment in FCP_Legion.xml by uncommenting and configuring the relevant mod extension. Added English localization for all new enlistment-related UI and gameplay text in FCP_Legion_Enlistment.xml.
