Add weapons/chems, update faction & trader stocks

Rename faction extension to FactionExtension_SettlementControl for Legion; add multiple FCP items to pawn inventories and weaponTags (melee, unarmed, chems, wasteland food) with MayRequire gating. Replace generic MealSurvivalPack/MedicineIndustrial entries in unique pawn kinds with mod-specific foods and healing powder. Add trader stock generators for healing powder, melee weapons, simple firearms, and buy-trade tags. Update About/Preview.png.
