RickGrymes 1cc8eaa5f8 Add mod dependency tags and remove Service Rifle 
Added MayRequire="Rick.FCP.PowerArmor" to power armor requirements in weapon defs to ensure proper mod dependency handling. Removed the Service Rifle definition from Assault_Rifle_Defs.xml. Added PublishedFileId.txt for mod publishing.
