For now we're choosing to not support the 2-arg form. We could return `-1` if the script tries to do this, but if so and it doesn't check for an error, that's likely worse than just crashing at this point. It's essentially an unimplemented opcode.

Implements get_ini_section, needed for Et Tu, and get_ini_sections. Fixes buggy set_ini_setting.
Also includes tests for existing ini functions, and moves them all to sfall_init.cc. (opcodes and metarules files were getting long, and this matches sfall's structure)
